→ Goal There are some suggestive ads that viewers will see even in SFW-only pages. They could filter the suggestive content, but that wouldn’t work for ads. Also, some people are not interested in what they see.
→ Description Watching tags increase the chance of seeing the ads with the tags. For example, if you watch the tag my little pony, then the chance of seeing ads related to my little pony is increased. If the tags are hidden with your filter, then the ads will be hidden like images do.

So, making custom SFW-only filters and using them is still forbidden?
That has never been forbidden.
If you switch away from the default filter and create a custom filter, then you are responsible for making sure you are legally permitted to view the content your custom filter shows in your jurisdiction.

Why would SFW filters be forbidden? Logically Furbooru wouldn’t offer custom SFW filters if they were forbidden for some weird reason.
The warning is worded the way it is because, like most websites, Furbooru reaches an international audience. Laws are different from region to region, so what may be legal to view in one country may be outright illegal in another. That clause is basically staring that its up to the user to determine if the content they choose to view through a custom filter is legal for them to do so. I believe the default SFW filter just tries to be as universally viewable as possible.

My interpretation is that the default filter is intended to block out potentially illegal material (what is considered illegal to begin with naturally depends on the jurisdiction, however). Anything stricter than the default filter should be 100% alright. I interpret that warning as only applying to users who create custom filters which are less restrictive than the default.

In this context, it is also very interesting to quote the following official statement from Furbooru’s page on filters:
By default, content that is safe and suitable for all ages is all you’ll see on the site, and how most of our users browse. […] By changing away from the default filters, you accept you are legally permitted to view this content in your jurisdiction. If in doubt, stick with the recommended default filters.
Interpreting this literally, the default filter should only show “content that is safe and suitable for all ages”.

If you do not specify a field to search over, the search engine will search for posts with a body that is similar to the query's word stems. For example, posts containing the words winged humanization, wings, and spread wings would all be found by a search for wing, but sewing would not be.
