As Cru stated, Feral, Semi-Anthro, Anthro all these are body form/shape tags so what matters is the shape of their bodies not if that’s “natural” or not to them.
A bipedal dragon like those from MLP are not going to be feral just because that’s their natural body form, only if they were quadruple and such like ponies then they’d be feral.
So as stated it’s either anthro or semi-anthro depending on how humanized they seem to be when dealing with bipedal dragons or any other species. Tag what you see.

Feral dragons should be those that look like this:
If they walk on two legs they should be anthro or semi-anthro. Semi-anthro for those that don’t look much like humans, I would say forms like this:
And this should be anthro
I’m not so sure about
They bodies are not quite human-shaped like for example it is here:
But they still have something that looks more like hands than another pair of feet as front limbs.

I’m very confused when the some two-legged dragons are ferals especially in MLP fandom. Note, the two legged dragons are automatically anthro when they have breasts and some human parts.
