The reason why are images like those:
paw pads are visible only from the side, not from below
those are paw pads on hands, not on paws
but of course there can be paws on forelimbs on anthro too (with or without paws):

To make things clear I would suggest creating descriptions for those tags on Furbooru.
paws - soft feet of quadruped mammal species that have claws, also present on anthros as their feet or sometimes hands.
example images:
paw pads - soft cushions on the bottom side of paws, toe beans. Sometimes present on hands too.

underpaw - the underside of a paw, in some species this is where paw pads are.
