Presumably another dragon hoarding shinies was defeated by adventurers causing a glut of shinies suddenly added into the market
Or perhaps it’s the work of some kind of strange reverse dragon, who gives shinies away to everyone instead of hoarding them.

wait a moment that doesn’t make sense, if the dragon and kobolds hoard the shinies they take those out of market circulation, meaning it should be going up.
