The Agency for the Ethical Treatment of Kobolds recommends dragons reserve at least one day a year to express clear gratitude and appreciation to their kobold horde. As their very enthusiastic service can seem exploitative to outsiders, clear boundaries and a more reciprocal relationship is encouraged.
While they can’t take a dragon’s kobolds away -which would be very much against said kobolds’ wishes in all but the most extreme cases- the agency tries to focus on a more social approach to enforcement. It’s pretty much become a matter of draconic pride to have your kobolds well cared for and happy, and most dragons tend to make a good show of going above the minimum recommendations.
But really, kobolds are very much not hard to please.
