Apocalypse with mixed areas of tech. For example, the hyenas rule colorado with a more tribal society. Slave trade is their thing. Ammunition is rare, and quite expensive. They operate, on rare occasions, old battle walkers kept in mountain bunkers long since abandoned.
 
Dragons rule central texas at dragonsreach, a trade town with good connections and a massive fleet of war rigs.
 
Xerxes is the original city, its cropped up near galveston, being a coast city. It has several sublevels and looks like a true golden city minus the rivers surrounding it and such. Think more of a desert. They have a naval fleet with ample ammunition.
 
In nevada there is a sort of demigod in a giant underground base (think of the craters on utapau, except its all a military base).
