Read my comment. According to Bulb, it’s all three animals in one.
It stands to reason that Eevee is also a cat as a fox or dog that evolves into a cat would be weird and nonsensical
Fox makes the most sense I guess as it belongs to both the dog and cat family which would explain its evolutions as well

Bulbapedia says it’s designed to be a dog/cat/fox creature you might see as a child and vaguely remember as an adult.
I dunno where he’s getting that information. eevee is a freak of nature that evolves into various kinds of dogs and some how a psychic cat.
