The Dragonborn has been leveling up a lot, just in Ridiculous Lizard Maid skills, as opposed to combat skills.
The enemy scaling doesn’t care about what you’ve been leveling up in though, as anyone who’s spent several levels just maxing their Speech, Smithing, or Alchemy levels can attest when they step back into the wilderness and get stomped by everything that moves
