Element #61 is Promethium, a rooster-esque radioactive element and the secondary antagonist of Atomic Vengeance.

Here’s some more info on Promethium:

Years ago, Promethium used to be a dangerous criminal, causing all sorts of unspeakable havoc in the city. However, it wasn’t long before he was captured and sentenced to immediate disintegration at the Minimus High-Security Prison. The death sentence was carried out as planned, and his atoms were kept in storage for many years, but thanks to the recent actions of the Synvasion Force, his atoms were set free. While some flew off into space, most of the atoms containing his memories merged with radioactive material, giving him his current form. Having this second chance at life, Promethium was not only free to go on another crime spree, but he can also exact revenge on those who imprisoned him, namely the Police and the Minimus Protection Agency. But of course, he wouldn’t be able to do it all alone. He would need to build up a team first…

Promethium has a plethora of weapons concealed underneath his jacket, which includes but isn’t limited to pocket knives, hand grenades, and a machine gun. He excels in mid-range combat, but since his hands were replaced with wings, he can only resort to sharp talons and his beak for close-range attacks. Promethium isn’t shy to run away from a fight or call for backup if the situation calls for it. He’ll either summon mutants under his control or one of his allies to take his place while he makes a getaway. He also owns a custom made car where he and his crew can reach their destination or make their escape at breakneck speed!

Having spent years in solitude, Promethium has developed a stir-crazy personality and it sometimes causes him to have bouts of insanity and recklessness. He is, often at times, a showman and likes to make a grand entrance while pulling off heists. He does, however, consider Technetium to be his rival seeing as how her more ominous threats and actions tend to take away all of his attention. Technetium on the other hand, sees Promethium as a passable annoyance and doesn’t even pay attention to all of his squawking when the two are in the same room.
