OOhhh yeah this is Frost, the Neon elemental. He has powers similar to those you see on infamous: second son… because honestly neon has nothing special except it is used to glow signs at night. THIS IS WHAT HAPPENS WHEN YOU’RE THE ELEMENTAL OF AN INERT GAS.
