By the “teeth” on his hat, you can tell he’s an Arbitrator, an individual with near-absolute authority to make legal judgements. Someone committed a crime? An Arbitrator will decide the proper punishment. They are free to do it completely arbitrarily, as the title might suggest. Some are lenient. Some are strict. Some will just do whatever they find funny.

The only limitation on their power is that they can’t order someone to be put to death. Killing is uncivilized, after all. (If you just so happen to bleed to death or die of infection after having your limbs cut off, well, that’s your personal problem.) No checks on their power are necessary, as only individuals with immaculate moral character can become Arbitrators. That’s the idea anyway.

Noctifer is very lenient, as he just wants to get drunk and sleep with random guys and doing his job is a hassle.

Besides Arbitrators, some other Important jobs in Darkstar are Archivists and Alchemasters. All the most important job titles begin with the letter A; It is the first and therefore the most important letter, after all.

Archivists are recognizable by the beads hanging from their hats. They are scribes and guardians of the ancient texts. Too bad nobody can actually understand the ancient, dead languages those texts are written in. But nevertheless, the ancient texts must be copied and guarded. It is the task of civilization, after all!

The Alchemasters, with their plain undecorated hats, are very secretive. Some say they can turn lead into gold. Others believe they can conjure light out of darkness, or distill phlogiston from the blood of living creatures. Their greatest, most closely guarded secret is that they don’t actually do anything. They’ve just convinced everyone that they must be doing something incredibly important.
