Oceana is always one to think things through before moving. She will quietly and calmly analyze every detail in a situation that catches her eye before taking any action. Thought always comes before emotion and she will always maintain a collected attitude. While she does appear to be intelligent, her quick thinking skills are a little lacking. Oceana would rather take her time and be prepared than be caught off guard or make a careless mistake. She sticks with all of her decisions and rarely regrets them, but it may take her some time. She doesn’t appear to feel pressured when others try to rush her. Oceana herself isn’t one to rush others either; her patience seems to be boundless and so far she has never lost her composure or snapped.

Oceana isn’t often one to initiate conversations. She is reserved and may seem mature for her age, rarely ever taking interest in mindless tomfoolery. She values order and believes that everything must have a purpose. Living a carefree lifestyle would be impossible for the serious Kyogre. But, that does not mean Oceana is completely heartless. It’s actually quite the opposite. Being in charge of so many people allowed her to learn a sense of caring that she would have never been able to discover on her own. Oceana feels a deeper need to protect others, whether they are directly acquainted to her or not. But rules are always rules. If somebody even a friend were to break one, Oceana believes that they should take responsibility and receive the appropriate punishment for it.
