She might be based on Child Master the first version of the War Master of 17th incarnation notably the 9th incarnation of tthe MMaster in this noticed tthe similarities because both wawear a black jacket tthough this one look asian its only in the DW comics however Sunset is put in Scorpio too because before Pluto it was ruled by Mars now itts ruled by both Pluto and Mars which is why i think she fits more in Scorpio than in Pisces
