Huh, I didn’t know she made Sally.
Though, I think it was someone at D.i.C. who made her “look,” as there were several scrapped designs for her. (Including oddly a human one.)
I believe Madeline Schroeder is credited as her creator.

Who was her original creator? (It wasn’t Ben Hurst whom was only a writer and editor for the show. Many fans wrongly credit him as the creator of SatA.M. Sonic.)
A shame really, though granted they used em for a little while after the Penders fiasco until Archie Sonic was cancelled.
Which is weird considering her original creator Passed away back in 2010.
Kinda Pendered by proxy. The whole Archie vs Penders debacle definitely made Sega want to wash their hands of any Archie sourced characters.
