They aren’t staff, and are someone spamming that message on hundreds of images whether the image is breaking rules or not. So please ignore them. We’re cleaning up their mess as quickly as we can.
Wait is an old advertisement “commercial content?” I mean it’s not published for profit, it’s published to get somebody to buy something. They actually lose money on the ad itself cause they have to pay for it. I’m guessing “yes, this counts” but just saying they should probably clarify that in the rules.
