Diff between OC and Character

Where’s the dividing line between OC and just, a character? For instance, “judy hopps (zootopia)” doesn’t have the “oc:” prefix. If I made fan art of a character from somebody else’s forum-story, do I tag it with “oc” or just the flat name?

Original character (OC) can be a fan created character for some official franchise (e.g if somebody created a rabbit character in a Zootopia style) or character not belonging to any official franchise or source (e.g. somebody’s fursona), whereas normal character is an official character.
 
Character from a forum story would be “oc”.
