Name: Aseliel "Prophet"
Race: Originally of the lizardkind, Augmentation has given him what look to be wings and a number of spikes making him look more like a dragon
Age: Presumably 28, claims to have been around for longer.
Description: He is always seen wearing a helmet with a display visor, making some assume that it is in fact his head, that aside what looks to have once been a business suit and over that a trenchcoat, torn through by his wings and spine
Profession: Civilian. may be a cult priest, though police never really bothered to look into it.
Weapons and Equipment: Charged Arc Staff, as well as a sidearm Revolver, usually accompanied by "blastball" drones, one over each shoulder, floating above his helmet is also a halo shaped short range tazer
Augmentations: Heavily, obviously all the things that allow him to fly, for all the good that does in the crowded airspace as well as what allow him to control his robotic entourage.
Skills: despite the appearance he is an excellent talker, and has been known to sway weak willed ones, of which there are many, to loyalty, in combat he can utilize the pointy ends of his body, his staff or his revolver to adequate effect.
Personality/Goals: He wants most of all to give the dwellers of Inferno a perspective, his message preaching a new unity, a new contract, of every living being having a responsibility to find non-artificial happiness. he speaks of a new babel, a new ladder to heaven.
Flaws/Weaknesses: despite all the augmentations and equipment there is still an organic heart beating under what is at most a standard kevlar vest, he is only margianlly harder to put down than the average citizen of inferno. he is also only so much a fighter as anyone who has practiced with weapons, there is no actual training backing it up.
