*searching through the ruble nyanta discovers more info, an insignia that the rebels have started to use. a phoenix in black with fire coming off of it with a little magic effect. The tunnels under the building had been weakened and dug more carelessly. Rebels must have weakened the original tunnels. The not only the building feel but since most of the tunnels that supported it weakened and gave out causing land to fall. in a good note no civilians died. The rebels have achieved a task.*(this is just some insight to the incident. through nyantas eyes)
