An eye for an eye doesn't leave the whole world blind, it only blinds the people who blinded an innocent person first. If you don't gouge out someone's eye to begin with, then you don't get your own eyes gouged out., and if you know that gouging someone's eyes out means you'll have your own gouged out, then even fewer people are going to be walking around blinding people in the first place.
